He isn't ever referred to as a "god" he is just known to be incredibly powerful and inhuman. So basically exactly what Error said. He's a "god" by Japanese mythology standards. Anything that can conquer time must be pretty close to god-level .
Like how Ganon is often worshipped as a god and referred to as having godly powers, even though he isn't one. He's just a guy, but he's definitely more powerful than a lot of other gods.

Isn't there a real-world myth similar to the Minish in TMC (no, I'm not talking about Rem's shoe store, I'm talking about the general details)? 'Cause I'm starting to think that maybe the Minish are on the same level as fairies, which I said earlier could be on the level of angels, and may even be a type of fairy. They help out like fairies, but in their own way. Some fairies provide information, some fairies provide health... these fairies provide small items and favours.
Fuck RZ for beating me to it. I've always thought of the Minish as a "spirit" race akin to the fairies, so it wouldn't be too much of a leap to class them as such. However, if the Minish are fairies, then where do you draw the line in regards to clearly non-fairy spirit species like the Kokiri/Korok? I haven't found a good indicator yet, so I haven't simply referred to them as such.
Tingle refers to them as fairy folk. Though that could be interpreted in multiple ways. If not that, they are stated to be spirits.
